Neither obviously reached there full potential for reasons all there own.
So let's take the best version of both and put them in with the great HWts from 1930 to 1970 how do they do?

Taking just the title holders from 1930,and prime versions of both Witherspoon and Bowe.

    Schmeling B w W w
    Sharkey Bw Ww
    Baer Bw Ww
    Charles Bw W:think
    Walcott Bw W:think
    Marciano Bw W:think
    Patterson Bw Ww
    Johannson Bw Ww
    Liston B l W l
    Ali Bl Wl
    Frazier Bw W:think
    Foreman Bl Wl
So Bowe beats 9 of 12 previous champs.
Witherspoon beats 5 with 4 others as toss ups.

I always felt Spoon could have been a possible great if he kept building off the Holmes fight but he never had that kind of commitment again

I agree! Tim told me his autobiography is halfway done. I'm looking forward to it.

Hope he does well with it when it comes out, he deserved better than he received. I always thought he came across as a decent guy.

Bowe at his peak from his first fight with Evander through his fight with Ferguson would be hard to beat for anyone. Even before and after that he was still a force to be reckoned with I think he would've been able to capture a belt in any era. Witherspoon was good enough to capture or at least contend for a world title in any era. On a good night I wouldn't really count him out against anyone. I think he would be thought highly of regardless of what era he fought in.
