OK dude, tricky as there are more than ten in anyone's book really, so I will just put forward a couple. Accurate stinging jab when he was younger, Cassius Clay. Accurate hard rangefinder, Larry Holmes. A heavy thudding jab to set opponents up, which was sometimes faster than most people give credit for - George Foreman. Another hard jabber who hurt many opponent with it - Sonny Liston.
All around, there's Liston, Ali, Holmes, and Wlad. Who had the best jab ? That depends a bit on how much weight you place on the different components outlined by Smack above. (post #4) Unpopular as it will be, and given the fun I've recently poked at the newbie cretin uncle termite, I would rank Wlad's as the best, mainly on account of how he often wins fights pretty much with the jab alone.
