Manny tries to use a substances that's banned by the NVSC but is allowed by USADA, Floyd used a legal substabstance but the way he did it through IV is banned by USADA but allowed by NVSC. Who actually did anything seriously wrong? I mean technically both COULD have been trying to get over, but I'm kind of confused on this whole situation.

This is not about Manny at the moment. It is about illegal actions and improper conduct which needs to be thoroughly investigated. Congress needs to get involved.
500ml is prohibited by WADA which the USADA was mirroring, and whom actually reported the initial incident. NSAC has no protocol for that amount. At the end of the day Mayweather did nothing illegal, and the story stinks to high heaven, so the USADA's collection agent reported it, just so the USADA had a reason to cover it up. Meanwhile what's gonna come out of this is the NSAC is gonna tell the USADA to follow protocol in the future. That's it.
I get that the thing I'm stuck on is the IV thing is allowed by NVSC but not USADA just like the Manny thing was ok on one and not the other. The whole thing is a bad look, but it's like technically neither did anything yet both tried to do something at the same time? The details of the situation are kinda weird to me.

NVSC says USADA has to answer to them so technically it's no wrong doing but USADA was brought in for a reason so technically it is?

How and what amount you use something is part of the legal framework, you can buy uranium core for scientific purposes, you can't buy the amount to make a nuclear bomb. What Floyd did is perfectly illegal.

And the TUE was improper since it was given retroactively before reporting it weeks earlier and the nevada commission gives out tues. As soon as you can show me where in the article or any other source that show it was illegal, then I'll say my bad, until then, the only thing I've seen stated the substance was not banned.
