    Pretty much that simple!
Neither Nevada or USADA has announced Mayweather has failed a doping test.

Technically it should be changed to a NC. Even if what USADA is saying is true and they granted a TUE following proper procedures it doesn't matter because this is not USADA's jurisdiction. NSAC are the only body that can issue TUE's in regard to any fights in Nevada, not USADA.

I'm expecting both sides to lawyer up to try and get things to go their way.

As of what we know and where the situation stands right now, I say yes.

USADA and Mayweather have broke the rules. Even their rebuttal today still does not clear them of the main issues. Mayweather used a prohibited illegal method and amount of substance in his own home without the approval of NSAC and against WADA code.

-Mayweather did this without telling either USADA and NSAC before the did they prohibited injection 700 ml over what is allowed.

-USADA did not/was not able to test the substances in the IV bag and had to take Mayweather's word of what was inside it.

And most of all, we don't know how many times Mayweather was doing prohibited IV therapy up to the fight. USADA collectors walked in on him... for all we know, this may not be the first time he's done it but just the first time he was caught.

It all smells really bad. Especially when you top it off with Pacquiao being refused a exemption before the fight by the same commission.

This puts a black mark on the whole Mayweather/Pacquiao fight even more.

I've personally scored the fight as a no contest before it even started when Mayweather took on Memo and Ariza.

The man is an absolute disgrace to the sport of boxing. He needs to give his titles to Kell Brook who won his by legitimate means.

    1) USADA is not being truthful according to Hauser's counter-argument
    2) You cannot administer a prohibited injection PRIOR to TUE approval
    3) As Arum stated, they were under confidentiality and could not speak of it. Once this came out, it kinda of let the cat out of the bag so to speak
    4) Oscar was not under USADA

Imo yes it should. This how thing is shady and the justification that floyd was so drained after a 2lb weight cut is illogical.
