He apparently passed the drug test but his IV usage compromises the validity of the drug test. Also, NSAC did not approve his IV usage and NSAC > USADA when it comes down to who has the authority.

Well, we do know he didn't follow the established protocol agreed upon. Why would he do that?

 

The IV he took (illegally) means we can't know if he took PED's. That's why it's dodgy as hell.

Why would Floyd need an IV? Doesn't he walk around at around 150ish and came in at 150ish?
Where there's smoke there's fire. He used an IV because he was up to something that didn't require him re-hydrating.
30 days before this fight he weighed in a 150.5 so how in the heck would he need an IV????? Floyd definitely is using PEDs and the IV was his blocker.
