this has been covered 100x already on the forum nsac said that usada doesn't have jurisdiction to grant TUE. now that nsac says they dont see a reason to investigate it under the believe that fraud didnt cheated doesn't mean that usada is alloowed to grant TUE. nor does, USADA language that IV are not against NSAC rules give USADa authorization to issue TUE. lets not mistake negligence for legitimacy wada states clear protocol for granting TUE and usada did not follow that protocol it states in the rulebook that there mb documented medical reason under hospital supervision. a retroactive TUE can only be issued in most extreme medical circumstances. mild dehydration, as interpreted by consensus and documented medical practice, does not warrant a TUe let alone a retroactive one in which only the nsac can issue in the first place
