It absolutely does require research, you must collect data from real verifiable sources to prove the underlying thesis.

Why don't you actually go to graduate school before you talk about such matters.

That's nonsense. A dissertation only has to be defended at the committee of the university that confers the PhD. It is legalized at the government level, such as the embassy or consulate.

A panel of German professors have no hand in either part......
