If we are talking just power and not all around ability then off the top of my head.

Robinson was possibly the greatest WW of all time but just pure destructive power which is different IMO than KO power you just can't compare Cuevas destructive damage he did to men like Billy Backus. Cuevas didn't have near the ability or talent of SRL, Hearns, SRR, Trinidad or anyone and for that matter most champions but his hook allowed him 11 title defenses.

If Pepino had ability, skills and speed to match his power he would have been an ATG. The thing to understand about him is his skills without power he would never have been anything more than a local fighter with marginal success. His skills were so mediocre even a young boy named Tony Ayala allegedly handled him in sparring at 14 or 15 yrs of age.

If these below fighters wore the sol levinson gloves of SRR's day Cuevas would have killed few men with his hook. Breaking eye sockets and cheek bones in 1 round of destruction is something to be awed about it just doesn't happen at these lower weights. Say what you want about Cuevas you can't deny his power.

Trinidad punched hard as hell and impressed me as a guy with unnatural power for 147. He did have good skills, speed and ability and IMO was more successful though because he had those advantages.

Hearns right hand was like a lightening bolt from Zeus when it landed. He was still not as destructive as Cuevas, I always felt Hearns strength started matching his power as he moved up in weight.

 

Randall Bailey is in there. He may have been the hardest one shot puncher ever at 140 and he carried it to 147. Keep in mind that Bailey at 140 would've been a big welter in the same day era.
