You have got a bit mixed up.
Quigg didnt win the WBA regular title, but was awarded the title.
Quigg had been made up to WBA regular champ after being interim WBA champ for a while.
It was his first fight as WBA regular champ that he drew in his first defence, which I think is what you are thinking about.

Super Hans is correct. Quigg is WBA regular champ who has made 6 defences

Rigo holds the full WBA title. Hans mentioned that Quigg was the regular WBA champ, and that is correct regardless of drawing on his first defence.
I would also add that Golovkin was awarded his WBA title after like Quigg, having held the WBA interim title, he was then also awarded the full title of WBA Super champ after that.
Sadly many reigns can be called plastic, as often titles arent won in the way that you are implying or vacant titles are won.
