I am not familiar with WADA's rules but I do know that if something has a non-illegal use as well as an illegal use, it is not automatically assumed that the use was illegal. IV's are not illegal per se, it's the amount that was used that is questionable in Mayweather's case. I am not just playing Devil's Advocate. If I had to bet, I would bet that Mayweather was doping but if it was tried in a court of law, the circumstantial evidence would be too weak to convict Mayweather.

Not proof, no. But Mayweather's pre-fight obsession with drugs, only to break the drugs rules himself, looks pretty suspect to many people.
