Depends on their upbringing. If they are brought up in the UK, in all likelihood they think an athlete who takes PEDs is worse than a nonce. If they a brought up in the USA they probably think that they are heroes for finding a way, illegal or not, to win.

Dehydration gives the illusion of a lower BF% than they actually have. Carrying around that amount of mass can be done naturally but not at a really low bf%. However in his fights you can see his BF% isn't low enough to suggest the only way to get his body is through steroids or any other kind of PED.
