He is mandatory for the winner of Frampton-Quigg, why on Earth would he move up to a weight he doesn't seem big enough for and ignore the chance to win a couple of world titles?

 

Rigo is already great, he is 5'2" at best. His frame doesn't allow him to move up, he has a lame team that DKSAproB or they will start him up at 112 & retire him at 122
