    Depends how you feel about coloured champs, belt-holders, title-claimants etc. Being strict about the lineal title i'd have:

    1 - Mike Gibbons
    2 - Charley Burley
    3 - Holman Williams
    4 - Freddie Steele
    5 - Fred Apppostoli

    However, all of these fighters held some sort of belt or claim. If you want a list of fighters with no claim, ever, at all...hard. How about -

    1 - Bert Lytell
    2 - Lloyd Marshall
    3 - Billy Conn
    4 - Georgie Abrams
    5 - Jack Chase

    Or something.
