No. GGG has long arms and would lose against a great inside fighter. Fortunately for him, there aren't any in his division.

The perfect boxer is Rocky Marciano, who had very short arms and got inside on everyone and was able to land while not taking any clean shots.

 

But Lemieux was an alleged Rubio leftover in your own words. So again that logic must apply to everyone.
As for a perfect boxer there is no such thing but we are yet to see a flaw in Golovkin's ****nal at 160.
