isn't normal testosterone levels 1:1? That's not low enough to be extremely suspicious. Especially if he was tested after working out or training. I've seen UFC fighters like Jon Jones, Cormier, and Weidman with way lower levels.

 

Levels can be manipulated artificially or show up low right after a hard workout. It depends on when the test is performed. Doping control agents should be experts in that area, determining foul play or not.

 

Btw, for years before mid 2014 NSAC allowed all sorts of TUEs for TRT programs. And it was stupid easy to circumvent. Work out hard get tested, bring note to NSAC, voila go get your roids at a Don Hale TRT clinic. Cha ching.
