Povetkin is clean according to WADA. VADA merely recommended postponement so they could re-test the fighters. Wilder's team decided (completely on their own) that it was a dirty test and tucked tail.
No he isn't. It's clear he's within WADA limits and only a postponement was recommended by VADA. Wilder better get his ass back on that plane or he's going to be sued heavily and stripped.

IF that were the case, them "praying to see this fight off", it's irrelevant because they didn't cancel the fight.
Wilder did the right thing. Work grinds to a halt and wont be sorted by the end of the day you go home. He didnt drug test Povetkin, he isnt the WBC. He has just gone along with other peoples decisions. Like he has from the start.
