Is Toney punch drunk now?

I saw an interview of him on youtube and it seems he slurs quite badly? :?

They already needed subtitling for his interviews for a decade now.

He wears a lot of shots in sparring let alone the fights. The sparring sessions on YouTube shows him asking his sparring partners to hit him harder! =punch drunk.

I dont remember understanding him ever. He's like that, it's not like he does anything weird that didnt do when he was young. He talks like that, that's all.
