Yes, Canela officially ducked GGG. He's scared and gave up his belt and paid GGG. GGG got his belt, he got his cash, and he got his baby nuts.
It's all about money and a business decision based on the fact that - yes he is scared he could lose to ggg and another loss on his record would harm his potential future earnings, that's why canelo does not care about the belt and would prefer to fight ggg at a catchweight where at least canelo will have have a chance at winning. Not to mention a brutal ko at the hands of a 160 lb ggg could wreck canelos jaw and confidence for life. Canelo should test the waters at 160 to see if he even has any business fighting there otherwise he needs to stop blowing up and stay at 154, unify the division and then wait for big money fights once Thurman, Porter, Garcia move up or fight an old man ggg at 160 lol!!!!
Canelo didnt duck GG. He vacated his MW title because the WBC were disrespecting him and telling him he had to make the GG fight within 2 and a half weeks after beating Khan. (with terms that heavily favored GG) Canelo has stated in no uncertain terms that he wants the GG fight, but now the balls in GGs court. Canelo is really a Light MW and while I do think Canelo should fight GG at 160, that is just one part of negotiations and if GG gets his no catchweight then other aspects of the negotiations should favor Canelo. (as hes the cash cow) This isnt like Floyd Mayweather vs Manny Pacquiao where one guy clearly wanted the make the fight (Manny) and one guy didnt (Floyd). Both guys want this fight, its just a matter of both of them sitting down at the table and negotiating. GGs side doesn't seem willing to actually negotiate with Canelos team. GGs strategy was to have the commissions (mainly WBC) draw up the contract and force Canelo to agree to those terms. Now that Canelo has vacated the belt, theres nothing forcing Canelo to do anything, and now its up to GG if he wants to make the fight. If GG doesnt come to the table to make the fight with Canelo, then is he ducking Canelo? Up to this point, GG's MO was to acquire Canelos MW belt, not actually fighting Canelo. If GG does not desire to fight Canelo now that he has been given the WBC, then isnt he ducking Canelo? I do applaud GGs old school philosophy of doing what is necessary to acquire the belts, and not doing catchweights. But thats different than ducking someone. If you get a belt without beating the Man (in this case the Lineal MW Champion Canelo) then you still havent fought the Man, and if you havent done what is necessary to fight the Man, then you still can be DUCKING that guy. In reality, I dont think either GG or Canelo are ducking each other, but technically by GG putting pressure on the commissions to make Canelo agree to his terms right after the Khan fight, well can be interpreted as a duck. (Not saying it is a duck, but it COULD be interpreted as a duck) If GG really wanted to make the fight with Canelo, he could have told the WBC to chill for a month or two and show Canelo more respect after KOing Khan, and come to the table and have free negotiations. Now that he has the WBC MW belt, if GG were to say I have no reason to fight Canelo now then that shows he doesnt want to fight Canelo which again could be interpreted as a duck.

This is as far as I got but I'm sure that's all I needed to see. The rest of the post is probably redundant or off topic. First off, they didn't have 2 weeks. They had it in writing and AGREED to it that they would negotiate under those conditions after the Khan fight BEFORE the Khan fight was ever signed. Second, the entire premise of this is based on GGGs team forcing Canelo into unfavorable conditions. I'd like to know what conditions those are. There are only 2 parts of the negotiations we know about are the the weight, 160, and the purse enforced by WBC rules if at a purse bid, 70/30. Since you said you're fine with the weight that must mean you are upset about Canelo getting a 70% split of the purse? Because Canelo IS A-side which means he freely gets to dictate Ring, Gloves, venue, etc... As far as I know GGGs team isn't complaining about a single bit of the A-side privileges Canelo gets. FACT: The lineal Middle Champion vacated his belt so he wouldn;t have to fight his mandatory for a 70/30 purse split in his favor.
bless the people who keep making excuses for Canelo all this time later, you do make me smile. Canelo ducked Golovkin in the worst possible way, this wasn't just your average duck, Canelo gave up his jewellery without a fight, he basically said "there you go don't hurt me". You people seem to forget for Canelo's last two fights he said on both occasions "put the gloves back on and I'll fight him now" well he didn't do that he ran away and hid behind Oscar, GBP and the idiots who think it wasn't a duck. Canelo has also been shredded by a growing list of professionals fighters who seem to agree it was a blatant duck and he is an embarrassment to country.
He don't have to wait for somebody to move up. There are plenty of 154 pounders that can give him all the work he wants and don't want.

Yes it is a duck. If Canelo fights GGG next, then he will have "unducked" himself. But as it stands right now, stick a fork in that pollo, it's done.
