That's the dirty little secret in combat sports. There aren't really that many refs or judges so a small handful wind up officiating over hundreds of fights. The community is so small that even incompetent ones get a lot of work. CJ Ross judged 462 fights, not just the Mayweather and Pacquiao fights. Her judging includes a who's who of the sport for the last twenty years. I guarantee you those aren't the only two fights she screwed up. And there is no mechanism in place to remove incompetent judges or promote good ones.
