Is his an established fact? Bodybuilders started taking PEDS in the late 50s. I would assume 20 years of "gym bro science" would have slowly established PEDs in professional boxing circles as well.

Considering that steroids were associated with bodybuilding, weightlifting, and being muscle bound there is very little chance that any boxer would touch them.
of course, muscle mass would ruin a fully fit boxers conditioning. Its only in recent years that the evolution of boxing into shorter, less intensive, bouts involving poorer conditioned athletes who are more protected from duress by new rules, that muscle mass has been allowed to thrive as a credible advantage. note "evolution of boxing" does not equal "progress", just change in circumstances.
