I have personally fought Samoans in the street and them dudes are solid. It's not fat per se but it is solid body. David Tua came from an era where drug testing was not a big deal. If he was it does not matter because his time was filled with elite fighters at heavyweight and everyone was trying to one up each other. I think he was clean. Just a big ass Islander.

You would find that most Samoan's tend to enjoy the contact sports of Rugby and Rugby League. Boxing would be considered a extremely minority sport. Likewise within New Zealand, where more Samoan's live than in Samoa. In terms of Tua, I doubt that there would have been any PED's. The Samoan people are quite religious, and I'd say cheating using substances would be against their core beliefs.

Maybe he did, maybe he didn't, impossible to say. I'd be inclined to say no as there was nothing to suggest he was doping.
