We don't know the full story. I'm more inclined to believe GGG than Canelo at this point. I will say that Canelo vs GGG would be the biggest fight we have to look forward to right now though. I think if it gets made it will do better numbers than Kovalev vs Ward unless something drastic happens with either fighter.

No, it is because people actively avoid GGG while GGG seems to fight who ever he has available It has more to do with the timing. Everyone has been calling Canelo every name in the book ever since he dropped his title. Why are we just now hearing about this offer? Wouldn't it make sense just to come out and say "GGG ducked us" instead of just taking all of that criticism.
Because the combined gate and PPV would be around $100m from such a fight IMO. Canelo would make $20m so why would GGG take much less? GGG is the champion, it is HIS belts they are fighting for. 50-50.
