He got stripped and banned soon after for the failed drugs test, so as of now is he recognised officially as ever having been either a Champ or former Champ???

It was a "world title". He has never been the head guy in any of the alphabets, just a 2nd in line to mandatory for the WBA title.

That "title" wasn't really a proper "title" in terms of what this discussion is about, so ultimately irrelevant anyway. Within a few months it will no longer exist, but officially I think it's counted that he never had the title as well - for benefit of the doubt.
