Idk about the NSAC as far as I know IVs have been allowed in NV, even when the whole thing came out the NSAC was mad they weren't told first not that he actually got the IV.
As far as USADA different states in LV it's legal so they allowed it, in LA its illegal so they banned him . not really intrested in a huge back amd forth on drugs or whatever just saw the question and answered it to my knowledge.

I'll use the weed example again if you get arrested for smoking in FL, but not in CO it's nothing to do with anything but the rules where your at.
