I thought it was funny that you consider Toney's resume to be lacking when it is pretty strong; despite some of the names being past their prime. Wins over past prime fighters and losses to great/good fighters doesn't show me a strong resume. By your logic I could say Darnell Boone has the strongest resume in boxing right now.
