Making the most of having a weak division is not the same as avoiding anyone with a pulse. I'm not a Wlad fan and he was fortunate in many ways to reign when he did but he fought the guys seen as a threat to him and even now shows a willingness to take on big names that Wilder hasn't.
I'm not sure why anyone started to take Wilder seriously. People know he's fighting the dregs but still when it comes to naming the division's best fighters, Wilder is held in high regard and picked to beat X, Y and Z. Almost has that "David Haye effect" around him. Fights the dregs and be rated to beat everyone. It's a mystery to me.
