So you want to go back to the 80's and 90's in which the guy with the best pharmaceutical company behind him wins?

The low detection rate shows that both times, Povetkin almost wiped his system clean of traces of his drug use.
Rather than them stop cheating, I'm sure they have gone to the chemists and asked for more detection proof ways to continue PED use. Better cleaners and better PEDs.

Instead of cheating, they should just grow some YAM.

Oh man this could shatter Povetkins career more than the shattering Cuban boxers receive on their glass jaws.

That's utter BS. It's over the counter alternative to EPO. The reason bans were lifted was not because of your narrative version but because there was not enough scientific information regarding the time it takes for the drug to leave the body. And for that reason they could not convict under the law with such large grey areas in effect. WADA's raised the grace period to a few months now, essentially covering anyone who supposedly stopped taking it from the date of the official ban, Jan 1 2016.

Have boxers become smalller, weaker, slower and less powerful than they were in the 1980s and '90s ?
If not, then why would anyone think they are cleaner ?

The 1980s and '90s was a relatively good era for boxing.
Hagler, Leonard, Hearns, Tyson, Chavez, Holyfield, Bowe, Whitaker, Jones Jr, Lewis etc. ... who cares if they juiced ?

So one belt out of many have issued a ban. Doesn't really have much impact.

Well none of the other sanctioning bodies will sanction him either because of it I'd assume, povetkin is pretty much done now it would seem

My God you are so wrong. Meldonium is NOTHING like EPO. I would explain the difference but it would be lost on you. Anyone can research this and it will become quite glaring just how wrong you are.
