In an ideal world, I'd want lifetime bans. However, given the prevalence of PEDs (undoubtedly many boxers are getting away with it), the 2 year ban is fairer for first time offenders.

Small bans for first offenders. Not every PED is created equal, therefore not every penalty should be the same. Also, not every thing on the banned list is a performance enhancer, such as diuretics. We have no way of knowing if they're cutting weight or flushing PED's. Can't assume the latter, so a small ban will suffice.
No. There are better drugs and worse drugs. People with stinking rich backers will be on rocket fuel while the common grunt starting out is gonna have to shoot up horse steroids. Also, some of these substances have horrible side effects. I don't want to see a guy on some god-awful cocktail of juice go on a 10 fight rampage and retire with heart failure or what have you. There's always a dude pushing the boundaries. If steroids are OK, then why not PCP?
A single independent commission/organization in place to perform all testing. Yes, corruption can exist, but you need a single body with standards that apply across the board with regards to the list of banned substances, and the types of testing to be performed. There needs to be random testing conducted both between fights, and during training camps. All this comes at a cost, but it needs to be done. Offences /penalties should be weighted based on the substance that is detected....a two year ban for foolishly taking a banned antihistamine to relieve allergies, should not carry the same penalty as injecting synthetic testosterone strictly for the sole purpose of performance enhancement. For first time offences of real PEDs that can affect athletic performance, a one year ban. Life for a second offence.
I think it should be less black and white. If you're a Russian fighter who took meldonium in some supplement, it's not like getting a shot of testosterone.
I am all for athletes using bioidentical, exogenous hormones UNDER DOCTOR SUPERVISION AND WITHIN NORMAL RANGES. I think this would help recovery, reduce injury, improve health and extend the length of careers. Prime example being Bernard Hopkins. Do some you really think he would be competitive until 48 without TRT?
