I can walk into a dispensary and come out with marijuana with the only requirements be that I'm 21, and hold a valid CA issued ID. If I'm under 18-20, I am required to have a prescription from a certified physician.

The Federal government is doing what its good at, butting in where its not any of its business. Its always all about the Benjamins for them, and there is a hell of a lot more money in Pharmacy.
