But on pure talent or "what could've been". bases, Jerry Quarry/ Gerry Cooney, Tommy Morrison ,M.Baer ,esp in the case of Quarry who had all the tools but came along when some of the most talented heavys in history were around, and his indifference to training didn't help.

how? the others were unified champs, botha wasnt, and burns though unified was an obvious paper champ. vitali though minor titlist, did much more than botha. wlad though he took forever to unify is much more accomplished than burns.

Gerry Cooney I know I'm going to get a lot of heat for some of those choices especially number 10. so I better keep my head down for a while.
The top five in chronological order would be Sullivan, Jeffries, Dempsey, Marciano and Wlad. My reasoning is that they are the only five who dominated a definable era.
