Anyone who knows boxing knows that its criminal to even let featherfisted fighters have free shots its crazy to let even a fighter with no power to get free shots on your face its shows the confidence the fighter has to allow that to happen.

Is there any other fighter today who lets fighters tee of on them

Mayorga done it a couple times, most famously against Trinidad.

Pac did/does this to either catch a breather or to allow an opponent to get going to make it a real fight.

Not sure if it's the same thing exactly but Ali going to the ropes trying to make Foreman exert all his energy is something similar.

Golovkin doesn't "let" his opponent hit him as in doing some Mayorga-style "come and get me" thing, he just has the kind of style where he likes to encourage people to hit him as he walks them down. He has his chin tucked in and comes forward with a high guard, this is how he limits the damage to a minimum and rolls with the punches. Also, his opponents tend to be on their backfoot and don't commit to strikes 100%. But if his opponents do commit to their strikes then GGG has options to counter viciously.

There are other fighters who get hit a lot when they come forward, is just comes natural with this style unless you have Loma's footwork and angles.

He did v Monroe and Wade but I don't get why folk think he did v Brook, the commentators called it as it was happening and whilst it's not advisable Golovkin is such a veteran can you imagine how he must feel having nearly 400 fights under his belt, hardly nervous I'd of thought, with Monroe it was very clever actually as he made a pretty slick fighter play into his game, not many guys are gonna turn down a free shot when offered but those fee shots of Monroes enabled Golovkin to strike back against someone having a go as appose to him sticking and moving.
For all the breakdowns of Canelo v GGG this is how I suspect it will go myself, don't expect GGG to box like he did v Jacobs and Lemieux as I don't believe Golovkin thinks that Canelo can hurt him, could be his undoing though at 160 I suspect not?

Ali used to do it in some of his fights. Then hold him, make a joke to the public and/or judges winning him the round.

Quite a few boxers 'punch with their opponent', it's a well-known and well-worn game plan to create openings when you back your chin and power against those of the other fighter. Really, it's not that uncommon...

It's basically a more real life variation on "hit and don't get hit", "get hit but hit your opponent more and harder".
