No. Every time he has stepped up he has been exposed and will continue to do so in the future if he keeps fighting. If he does fight again he should skip 154 and go straight to 160.

Not to the level he was, no way. I'd favour him over Khan still but I wouldn't pick him as a favourite over any top ten WW. 50/50 with a couple of them but not a favourite. At LMW I think he'd probably get stopped by the bigger men. I reckon he beats Khan, then moves up to face Liam Smith and gets stopped then retires.
Khan is the only fight where he can make money with a minimum of risk and that he could win. There is nothing but azz whippings waiting for him at 154
kell needs to be done. dude can go blind. not smart hang them up enjoy time with family. maybe consider fighting khan but khan will want to fight at 147 and im sure hes killin him self to do so. if he can get khan at 154 or catchweight around 150 or so then consider it but its risky and a hell of price if khan pitty patts that eye a billion times till its bleeds n swell cuz khan will hit it. but brook could ko him first. very risky proposition smart choice would be to enjoy your money you made cuz he had to make solid money his past 5 or 6 fights he should be able to find another way to make sum extra cashh. maybe there is a fighter he can help train n get on a pay roll som where. its not worth the risk dude can go blind. khan is the only fight for him n that ship may have sailed. but guarantee khan is all bout that fight now n hes ready n willin after kells eye are iffy

If his face heals properly and he steps up to 154 or fights Khan, he will be fine. I can even see another belt in his future if all goes well, although maybe one of the minor WBA ones or a vacant WBO strap.
No I don't think he will. Two fights two orbital breaks that require/required surgery ! The mental effect will be present in every fight, even in sparring. Impossible for it not to effect him !
I don't think he will be fine vs Khan. Khan will be peppering his eyes. Khan will be ready and Brook doesn't have the power of a Canelo or even a Danny Garcia to hurt Khan in my opinion.

Well Eddie Hearn agrees with you. He wanted Brook to vacate the IBF WW belt and go fight at 154 before he signed to fight Spence. He said Brook was a better fighter at 154 than at 147. However Brook didn't want to vacate the belt and took the fight and did all he could to make 147. I also think there's an idea that Brook tired simply because of the weight drain. It's possible that making 147 contributed to him tiring but lets not forget that Spence came out and specifically targetted Brook's body with uppercuts early and often. Absorbing those type of body punches early are going to pay dividends later in the fight in the form of the fighter tiring. Khan stated after the fight that he would be looking to fight Kell Brook at 147 next summer. Brook himself stated after the fight that he would still be able to make 147. I believe that the best chance Brook vs Khan had at being at 147 was by Brook beating Spence and defending the IBF vs Khan. If Khan vs brook ends up being a non-title fight, chances are it will be at a catchweight between WW and LMW, like 150 lbs or something.
