    Fighter A has "called out" Fighter B.

    And, often related, Fighter B is now "ducking" Fighter A.

    Yep, that's how it works. Promoter doesn't have to make an offer, terms don't have to be agreed upon, etc. Just one guy says "I want to fight the other guy" and how it's on the other guy and his promoter to make the fight and offer Fighter A agreeable money and terms.
