I actually think he gets undersold around here. I can't think of any other fighter who get so much emphasis put on a couple of KO losses (the ones to Shavers and Cooney) that ocurrred so late in a career (aged 35, 37 and after a lot of hard fights).

I agree that he's not on Pac's level h2h. So if that is what you mean by elite, ok. But then probably only Floyd, besides Pac, of that generation measures up to h2h elite. Let's wait for Loma and Rigo to beat fighters of Morales's quality before we say too much of their h2h qualities. To look great against good fighters is one thing, to prove greatness against the very best another.
As with Ali, not much room to overrate him, really. Holds the record for wins in fights for the undisputed title. 26-1. Hard to argue with that. Had some sub-par performances, but that's bound to happen when you constantly fight the best for many years. Especially when you're defending the richest prize in sport.
He is a great, but overrated none the less. He lost to Walcott ( Walcott was robbed) Lost to Ezzard Charles, Lost to Schmeling...( all first time) was losing to a Light Hvy in Conn, was down against club fighters Galento, Braddock . He was pushed to the limit and likely lost to the limited Arturo Godoy ( 1st fight). Were Joe Louis proves greatness is in those rematches. He was crushed by Marciano He loses in H2H matchups with other greats which is why he is never talked about on the forums ( Ali, Frazier, Vitali, Lennox, Tyson, Bowe, ...on and on) I would favor Dempsey and Tunney over him as well, and will include Jeffries and J Johnson. His best win was against Max Baer ( who broke his right hand in the 2nd round) Yes, he has longevity and is indeed a great, but he is highly overrated on the top 10 lists.

I wasn't referring to Norton as part of Ali's lesser challengers. I do think he gets overrated in the grand scheme of things. Besides his close trilogy with Ali, who really did he beat that was considered the top of the division? An old Quarry? His controversial win over Young? Yeah, I don't see it. But to answer your question, how about Walcott?
No one calls Walcott that. No one. Louis's "bum of the month"-period was before the war, when he was very active and it was of course impossible for every challenger to be top contender. When he met Walcott, he was basically only facing his top contenders, which Walcott was. Johny Paycheck, Red Burman and Gus Dorazio are more what people who use that term refer to.
