    1. Bob Arum didn't want the fight for Manny.
    2. Floyd and Bob Arum didn't get along, which made negotiations harder.
    3. Both guys were better off beating other fighters, making money.
    4. Floyd knew Manny was on PEDs.

    because pac was showing no weaknesses then... Mayweather only fights once he sees a weakness in atop fighter hes done it his whole career lol. same with Oscar and canelo with GGG.
