The shot was well on the lower half of the beltline, exactly where Ward hit Kovalev at, and about 99% of the time the referee will call that low as ref Byrd did with Mayweather-McGregor, but with Kovalev ref Weeks decided well beforehand he was going to side with Ward from the get go, so anything bodering on low wasn't going to get called by him unless it was Kovalev doing the landing.
