I've "lumped them in" with guys who probably make up the best ten LHW fighters ever. If you think they don't belong on that list that's upto you, I personally think they're good enough to be there.
It's not about who I rate as the best, the USADA caveat in your OP implies that you assume every guy on the list was on something. Maybe the aforementioned were using PEDS and maybe they weren't but there's zero proof either way.
It implies that we can assume everyone is USADA tested, including Gus and Rumble. It's just a list of the best LHW fighters throughout history.
