So Parker's camp haven't actually made on offer to Joshua?

Demanding 40% of revenue from a fight organised by Joshua's Promotion team is very different to actually making Joshua an offer.....

Boxing is a business & Hearns role as a promoter is to get the most money he can for his client, just as It is for Duco for Parker.

That said Hearn backed bis client by paying Martin a huge sum that was basically an investment in the future. It could of gone wrong but, unlikely I know, but still a risk. By the same token Joshua is now in the position to make massive purses thanks to again risking his position in the Klitschko fight.

Parker’s team now have a choice. Take other fights to build profile (not sure Lucas Browne fight does this) or take a risk for a still significant purse to take Joshua’s place.

Hearn, like him or loathe him, has done a great job in building Joshua to this point. Why should he let less able promoters take a bigger share when he and Joshua can carry on making huge money fighting lesser opposition? At least for the foreseeable future.

Why doesn't Parker's team make Joshua an offer?

    £50 million seems pretty fair....

he needs to showcase that worth to the rest of the world
he's a high risk - low reward fighter, and his team have created that situation
having a paper belt and doing very little to be known outside of oceania is about as isolated as you can get

Parker's team said the other day that they would, and I quote, "Not sell the belt cheaply".

They clearly just want a payday.

Well he's fought outside of New Zealand 5 times. Wilders fought outside his country 5 times as well, only difference is Wilders had a lot more fights. Parkers just unlucky as you're alluding to that he's from a country where boxing isn't very big. Although NZ probably produces the best heavyweight fighters in all of Australasia, it's as you say, he needs to get more exposure and I thought he did a big leap in fighting in England.

Joshua has yet to fight outside the UK. Wilder hasn't to my knowledge fought in the UK so Parkers team have done more than the others to be known outside of his country. Unfortunately for Parker, he's taken on names that are difficult for him to deal with.

Why doesn't Parker's team make Joshua an offer?

    Summer 2018
Parker vs Joshua in New Zealand
80,000 sell out in a stadium
    Pay Joshua £15,000,000

You need to read the papers. Parker made an offer to Hearn as I said, its not that hard to understand. Parker, made, Joshua/Hearn, an, offer. Hearn came back with his offer which wasn't even half of what they paid Martin. Also adding that this would be a unification fight. You just gotta read whats been given to us through the sources.

I hear what you're saying, but look at wilder's international status compared to parker
as max schmeling said to vitali klitschko after he won 'a belt':
"if you want to be a real world champion, you need to go to America"

now clearly wilder has been exploiting that opportunity, but it still rings true that anyone who has a healthy profile in the US, also has the opportunity to fight anyone
Joshua beat the man, which makes him the one to beat by default

"if you want to be a real world champion, you need to go to America"

This has always been the case in pretty much all divisions, until recently.

The Heavyweight scene is now in the UK.

Joseph Parker being interviewed in the UK a week before the Hughie Fury fight:
"The Heavyweight scene is in the UK right now.....this is the place to be".

But that's what they did and it's set a precedent they can't keep.
