First three that come to mind for me: Hagler, Golovkin, Corrie Sanders. Hagler and Golovkin both really struggled to get a title shot; guys were hiding under metaphorical couches and curtains when their names came up. Sanders was always high risk, low reward, nobody wanted to fight him if there were better offers around. And there always were.

Agreed. Rigondeaux is the very definition of an avoided fighter. Nobody active comes anywhere even close. And in a historical sense, African American heavyweights from the Joe Louis era and before were avoided like the plague...
As far as I personally know I'd say Hagler. From my ear to the wall from what older historians tell I'd say Charley Burley, he never even got a chance to fight for a title and to be considered on par with Sugar Ray and never get a title shot ever seems to take the cake.
