It is of course true that probably Floyd AND Manny were juicing for some of their careers, however there is one important exception: When it actually came to the FLoyd-Manny fight, Floyd made damn sure there was no way Pacquiao could juice in any way whatsoever, while at the same time Floyd was caught in the middle of a masking procedure showing that he almost certainly was. So for that fight at least, Floyd was doped to the eyeballs, and Pacquiao was clean.

Actually Bob Bennett first criticized the USADA for the fake TUE that they gave to Mayweather without notifying the NSAC. USADA has no right to give a TUE to a boxer in Nevada, that's the sole right of NSAC. Not only Mayweather had no legit reason to get a TUE for an IV (the only circumstance that IV would EVER be allowed is in an unusual medical emergency), he got that from an organization that doesn't even have the right to issue a TUE in Nevada...
