this is the expected effect when too much money is involved. so long as the top priority in the sport is money, cheaters will always find a way. the problem had always been the sanctioning bodies tolerating it. there seems no more legit organization untainted with corruption. perhaps the US gov't needs to intervene and correct it. why russia got banned in the olympics but using peds in it's soil is tolerated?
