Would prime Oscar De La Hoya be favored against all fighters from 135 to 154?

At 140, he would've beaten Looche, Cervantes, Kostya, Hatton, Cotto, and Mamby. At 147, he is so talented he has a chance against all. Lightweight is a little tricky for me. Stylistically he is a nightmare for Duran.

Looked damn good vs Mosley, Mayorga, Vargas and Yori Boy.
Hoya was like only 30 when he moved up to 154.

I think Oscar vs Martinez, Williams and Hurd would be some really fun fights to watch

Floyd's probably #1 at 130 pounds Super Featherweight. But the OP asked about 135-154.

I’d give Loma a chance at 135. Nobody else though.

He'd start to struggle at 147/154. He'd lose some fights if he had to fight Spence, Thurman, Lara, and Charlo.
