Promoting a Canelo vs Jacobs PPV is a lot more feasible than promoting a Charlo matchup, simply because you promote it from the angle that quite a few "boxing experts" had Jacobs beating Golovkin.

For a PPV to be successful, you have to have promotable opponents.
Not enough non-boxing fans recognize the name Charlo so its highly doubtable that GBP would pick a risky opponent like Charlo when the promoting angle isn't as easy as promoting Jacobs as the opponent.

 

Why shouldn't Spike be a consideration if all the other leading contenders overprice themselves. GGG seems to be out, there's a good chance Hearn might overplay his cards thinking that Jacobs might be Canelo's only viable opponents and who knows what's going on with Saunders.

Plus, Spike is a more credible opponent than Martirosyan.
