Having a close fight with Floyd isn't really enough to get someone in the HOF imo. Maidana also had a close fight with him.
Castillo wore out his welcome by missing weight a bunch of times. Had he actually completed a 135 trilogy with Corrales without missing weight and then gone to war with Hattin, he’d be in the discussion.
By the present day standards he borderline deserves a nod; could justifiably swing either way (same as in Mayweather I )
Common sense says he's close to qualifying, but no he shouldn't get in the IBHOF. However if Virgil Hill and Winky Wright can get in, no reason Jose Luis Castillo shouldn't be there too.

He also beat Czyz, Tate, Maske, Glen Thomas, Mormeck, Leslie Stewart. He was a hall of fame fighter very consistent.
