I’m in the middle on this. On one hand there was only one champ per division and yes there were a lot of fighters good enough to be champion not getting the opportunity. On the other hand there was frozen titles because the champion was serving his country and once he got back there were bigger fights to make coming out of the war.

If those guys were as sensational as Joe Louis or sugar Ray Robinson there would have been no issue at all.
