I also don't believe Foreman had 15'' arms in 70s. His arms looked pretty big, certainly bigger than Ali's. In 90s his arm was measured 20'' and while he added much fat, it doesn't look like he added 5'' on arms.

There is no way on earth foremans arms measured 15 inches. He was 6’4, they were probably 18 or above.

 

They were certainly bigger than 15 inches when he was in his 40`s!

Foreman`s biceps were actually measured at 15.5 inches before his fight with Norton.

 

They were measured at 15.5 inches before the Norton fight but I have seen pics where his biceps are far bigger than that.
