Because if the fight was in the UK - the country he's from, and one of, if not the biggest boxing nation in the world - he'd be 100% innocent of any wrong doing. But because the fight is in America he's a cheat? That makes no sense.

It's a technicality, and one that won't stop the fight from happening. People see what they want to see. I see the chairman of the bbbc all but declare him innocent. That's good enough for me!

so why has he agreed to do VADA testing then ? I don't see how this puts him in the clear he has failed a VADA test not a UKAD or WADA, so surely if has agreed to VADA testing for this fight he has to follow there rules?

The drug is only illegal if it's found on fight night, it's essentially an out of competition OK substance. That's what I've heard anyway.
