It doesn't mean anything other than Conor shouldn't spar until the 28th of this month, and wouldn't be licensed to fight until the 6th of next month. Also of note is the short suspension of Conor McGregor, who is also out until November 6th with no contact until October 28th. I assume it means both. Those fighters will probably have to wait until the suspensions have ended before they can even negotiate their next fight.
