P4p has very little to do with resume. If it did Pacquiao would be number 1 by 100 miles. It's all to do with current form. There is no more than 5 or 6 guys that you could say are boxing better than Spence.
it's both. more so resume. if it was just on current form - Dmitry Bivol should be in there, he looks just as excellent as Spence does , yet no one puts Bivol in there.
