Don’t matter how many rounds it’s scheduled, 15, 25 or 45, I can see Cooney busting up Willard face and body within 5 rounds or so to force a stoppage.
Willard should be the favorite here. Rate him or not, he did enough to be favored over any fighter, who didn't beat a top ten Ring Magazine ranked contender.
He was ranked #10 in the end of year rankings for 1981. I think that I am right in saying that he was outside the top ten when Cooney beat him, but I am open to being corrected on that. It would only have taken one person above him winning a key fight, to bump him out. Now if I am wrong, and he had still hung on to the #10 ranking, then it would be roughly equivalent to a win over Kubrat Pulev now.
I don't like to comment on these hypothetical fights since they are just opinion, but the "eye test" tells all I need to know about Willard. Willard is as unimpressive on video as any fighter I've seen. I wouldn't bet on Willard against Terry Lee Kidd (Cooney's 8th opponent).
